SIVI Cluster (Innovative Solutions for Independent Living Cluster)

The Association – Cluster – Innovative Solutions for Independent Living (SIVI), based in Castilla y León, brings together a significant number of public and private organizations (providers of socio-assistance services, technology companies, university research groups, technology centers and the third sector) with experience in the design, development and application of innovative technological solutions in the fields of active and healthy aging, mental health and independent living. The multisectoral nature of the Association allows it to cover all stages of an innovation project: conception, design, development, testing in application groups, exploitation of results and marketing.

The primary purposes of the Association are:

  1. Dynamize and promote the ICT and Assistance-Health sectors in the region of Castilla y León, promoting training, research, development and innovation activities, and technology transfer, with the aim of achieving the constitution of a highly competitive sector, both nationally and internationally.
  2. Promote the interrelation between technology-based companies and healthcare-assistance companies, favoring the development of solutions in the field of disability, personal autonomy and dependency situations.
  3. Promote growth and competitiveness in its sphere of action and that of its associates, supporting their development in all spheres of its activity: market, solutions and technology, and professionals.
  4. Promote training and research activities in the field of technologies applied to care and health services.
  5. Achieve a strong business fabric that can compete in all kinds of markets.
  6. Establish the channels that enable a greater relationship with the institutions and bodies responsible for social policy both in the Community and in the State.
  7. Achieve the full internationalization of the sector.

Castilla y León is a community with socio-demographic characteristics that position it as a genuine “social laboratory” and a profitable territory for the development of a reference model to promote the autonomy and social integration of dependent people.
Being a reference in care for situations of dependency and disability, so that solutions are provided to ensure a life that is as dignified and independent as possible, is directly related to the way in which the challenges of ageing and rurality are being faced and it is based on public-private collaboration to achieve synergies that result in the quality of life of the citizen.
These conditions have driven the government of Castilla y León and its social services system to embrace innovation as a formula to face the challenges posed. This path has been concluded in this legislature in an innovation process which under the name dependence 5.0 is being developed to renew, improve and innovate in the field of long-term care for people. In this context, initiatives are being developed aimed at: Home care for people with integrated and personalised packages “comfortable at home”.
Care for people until the end of their days in their homes through the intecum program. Modernization of care in residential and day centres from an innovative model of care, very built on the knowledge and evidence generated in the international scientific sphere regarding person-centred care and which is going to be endorsed in a law under processing (draft regulatory law of the residential care model of residential centres and day centres for long-term care in castilla y león).

The adoption of the life project as an instrument to personalise care for people, which will also have endorsement in a law that is being processed (draft law of support for the life project of people with disabilities in Castilla y Leon).
Care experiences through the network care model. We are promoting the development of new technologies to support people through advanced remote assistance and co-creation processes for the development of prototypes of various technical assistance which have been executed through innovative public procurement processes.
The structure and lines of action of the SIVI cluster have been reinforced, through the launch of the PUSH HUB SIVI Program. This program will be the seed of an innovation ecosystem around the care of vulnerable people, which will be developed over the next year, to achieve three objectives: promote learning and training, disseminate and incorporate latest technological advances and launch an innovation hub around personal care.

Areas of Good Practice

These are some examples of collaborative European projects between entities of the SIVI Cluster that are part of the care ecosystem of Castilla y León to address various socio-health challenges: PROCURA, RuralCare, MOAILabs, Integr@tención, WellCO, UNO MÁS and SIBLOQ.

The purpose of PROCURA was to provide efficient and innovative public services for citizens. PROCURA seeks to promote Innovation Procurement policies, to implement an integrated model of social and health care in the field of active ageing and personal autonomy, encouraging transnational cooperation and knowledge transfer. https://www.procura-project.com/ 

MOAI LABS Project (Laboratories of Collective Intelligence and Socio-Health Technology to combat the isolation and loneliness of the elderly). MOAI Labs is a European project that aims to promote business investment in innovative solutions to combat loneliness, encouraged by a future innovative public purchase of early commitment, and through the action of the FIRST EUROPEAN TRANSNATIONAL LIVING LAB SPECIALIZED IN LONELINESS AND INNOVATION OPEN.

Integr@tención, “Cross-border platform for the scaling of innovative solutions in social and health care”, aims to promote the scaling of processes, products, and services for independent living, resulting from R&D&I activities, to ensure that, through the adoption of innovative solutions, elderly people with dependence, disability or chronic illness can be cared for at home even until the end of life. http://www.integratencion.eu/ 

WellCo is a research and innovation project. The technological challenge consists of developing a “virtual coach” that will guide the user with personalised recommendations to adopt healthy behaviours with a view to improving their quality of life, using the most innovative technologies, achievable in their own social and territorial context and aligned with their “Life Project”. http://wellco-project.eu/ 

“UNO MAS” project, an initiative that aims to develop new assistance methodologies in residences for the elderly through the use of social robots that interact with residents. It is intended to integrate a robot that supports the center’s care staff in providing therapy, leisure and entertainment to the center’s residents.

Cluster SIVI is a partner in the development of the European project NEUROQUALYFAM (INTERREG-POCTEP) that started in 2019 and will be carried out till 2022. This project ensures cooperation and transferability between Portuguese and Spanish partners. In all these examples of projects, cooperation and transfer initiatives are included through conferences, joint work sessions and the dissemination of results in all the participating regions.
